The Russian government has established a subcommittee on the development and implementation of AI technologies
On March 6, 2026, Russian Prime Minister Mikhail Mishustin signed Directive No. 435-r approving the membership of the Subcommittee on the Development and Implementation of Artificial Intelligence Technologies.

The new body will coordinate the application of artificial intelligence in the economy, the social sector, and public administration. D.Y. Grigorenko, Deputy Prime Minister of the Russian Federation and Chief of Staff of the Government of the Russian Federation, has been appointed head of the subcommittee.

Thus, a unified three-tier system of interagency cooperation for the development of AI in Russia has been established, covering the federal and regional levels of government as well as law enforcement agencies.

At the federal level, this system is headed by a “unified headquarters”—the Presidential Commission on AI Development. We previously reported on the creation of this commission.

The subcommittee established at the government level acts as an “internal government headquarters”: its functions are primarily operational and applied in nature. Its tasks include coordinating the implementation of AI in the economy, the social sphere, and public administration; harmonizing the work of federal agencies; identifying priority areas for implementation; developing criteria for Russian AI models; and formulating plans for the development of data centers for AI and specific measures for state support of the industry.

The government subcommittee includes Minister of Industry and Trade Anton Alikhanov, Minister of Education Sergey Kravtsov, Minister of Agriculture Oksana Lut, Minister of Health Mikhail Murashko, Minister of Economic Development Maxim Reshetnikov, Minister of Science and Higher Education Valery Falkov, Minister of Energy Sergey Tsivilev, Minister of Digital Development, Communications, and Mass Media Maksut Shadayev, Governor of the Moscow Region Andrei Vorobyov, as well as representatives from the Ministry of Finance, the Ministry of Justice, the Ministry of Defense, the Federal Security Service of Russia, and the Moscow City Government.

At the regional level, similar interagency task forces are being established under the leadership of regional heads. Their task is to coordinate the implementation of AI at the regional level, collect relevant proposals, and forward them to the federal level.
