Russian Prosecutor General's Office to Intensify Oversight of Counter-Sanctions Legislation Compliance
A draft order from the Russian Prosecutor General, published on September 16, 2025, establishes a specific instruction for prosecutors to pay attention to compliance with counter-sanctions legislation by foreign and Russian companies (including companies with foreign participation), particularly when conducting foreign trade transactions and currency operations.

If grounds arise, prosecutors will be obligated to protect public interests in court, including by challenging transactions that violate counter-sanctions restrictions. It should be noted that this right is granted to prosecutors in accordance with paragraph 1 of Article 52 of the Russian Arbitration Procedure Code (APC RF).

Prosecutors will also be responsible for continuous monitoring of disputes involving foreign participation, including applications for recognition and enforcement of court decisions from “unfriendly” jurisdictions, as well as claims from Russian companies aimed at circumventing counter-sanctions restrictions.
