The Government of the Russian Federation adopts a number of acts relating to regulation of digital currency mining
On October 31 and November 1, the Russian Government adopted a number of acts for the regulation of digital currency mining. We provided an update on mining regulation in Russia earlier.

In particular, the Russian Government approved:

 

  • The regulations for maintaining the register of persons engaged in digital currency mining and regulations for maintaining the register of mining infrastructure operators;

  • The requirements for the mining infrastructure operator;

  • The criteria for the exclusion of a person engaged in digital currency mining from the register of persons engaged in digital currency mining;

  • The procedure for the provision by a person engaged in digital currency mining of information on the mined digital currency and their identifier address to the Federal Tax Service;

  • The procedure for providing the identifier address to federal executive authorities and law enforcement agencies;

  • The procedure and criteria for imposing a ban on digital currency mining in certain constituent entities of the Russian Federation or on certain territories;

  • The limit of power consumption in the event of mining without the inclusion in the register of persons engaged in mining of digital currency by citizens of the Russian Federation who are not sole entrepreneurs.

 

All of the above creates legal framework for mining in the Russian Federation.
