Chairman of the Government of the Russian Federation Announces Conditions for the Return of Foreign Companies to the Russian Market
Chairman of the Government of the Russian Federation Mikhail Mishustin presented a report on the activities of the Government of the Russian Federation for 2024 at a session of the State Duma of the Russian Federation on March 26, 2025, where he indicated that foreign companies that had left Russia may return to the Russian market, subject to certain conditions.

Specifically, the Chairman of the Government of the Russian Federation noted that the decision permitting foreign companies that had left Russia to return would be made individually for each company by a specially created commission. However, those foreign entities that have not officially announced their withdrawal from Russia and have continued their business activities in Russia through Russian subsidiaries will have priority treatment. Mikhail Mishustin identified other criteria for making a "positive" decision permitting foreign companies that had left Russia to return, including:

  • the reason for the withdrawal being pressure from national authorities

  • preservation of jobs

  • preservation of necessary contracts and technologies for continuing economic activities, and the ability to return to Russia

  • unique competencies offered by such foreign company

 

The Chairman of the Government of the Russian Federation emphasized that the return of foreign companies that had left the Russian market would be subject to protectionist measures taken by Russia in respect of domestic companies and would be guided by national interests. Earlier we wrote that the President of the Russian Federation instructed the Government of the Russian Federation to develop a procedure for coordinating the return to Russia of foreign companies that had left the country and stated that foreign companies that had sold their business in Russia at a discount would not be eligible to buy it back for the same price upon their return to the Russian market.
