Establishment of a headquarters in Russia to lead the AI industry and a national AI implementation plan
Russia will create a headquarters to lead the AI industry and form a national plan to implement AI at the countrywide level.

November 19, 2025. During his speech at the X International Conference on Artificial Intelligence and Machine Learning Artificial Intelligence Journey 2025, Russian President Vladimir Putin instructed the Russian Government and the Presidential Administration to create a headquarters to lead the artificial intelligence industry in Russia.

The President noted that the Russian Government has already created an analytical center formally under the control of the Ministry of Digitization, but it does not have enough administrative resources to manage the industry. There is a need for such a headquarters, which would be able to actually set tasks, achieve fulfillment and control the result.

Products based on artificial intelligence should be used in all key industries by 2030. This includes such solutions as intelligent human assistants and AI agents. They should be used in most management and production processes.

In March 2026, the Government, ministries and agencies should provide comprehensive information on the use of artificial intelligence in the economy, social sphere and constituent entities of the Federation. The pace of implementation of these technologies in the regions should become the most important indicator of the annual rating of digital transformation.

The Russian President also instructed the Government and heads of regions to form a national plan for the introduction of generative artificial intelligence at the country level, as well as in terms of industries and entities. This instruction was given in furtherance of the goal set in the National Strategy for the Development of Artificial Intelligence, according to which the aggregate contribution of this crucial technology to the country's GDP by 2030 should exceed 11 trillion rubles.
