On September 1, 2026, certain provisions of the laws governing the circulation of digital currencies, digital rights, and the digital ruble took effect.
Digital Currencies and Digital Rights
The main provisions of Federal Law No. 282-FZ of August 4, 2026, “On Digital Currencies and Digital Rights,” have entered into force, including:
- the procedure for conducting transactions involving digital currencies and digital rights and for recording rights to them;
- new exceptions to the prohibition on using digital currencies and digital rights as consideration;

requirements for operators of digital currency markets, including conditions for including organizations in the registries of digital depositories and cryptocurrency exchanges (the Bank of Russia’s directive on the procedure for maintaining these registries is currently in the process of being registered with the Ministry of Justice).
At the same time, numerous amendments to related legislative acts, as provided for by Federal Law No. 283-FZ of August 4, 2026, have entered into force.

Please note that restrictions on residents conducting digital currency transactions outside the regulated framework will take effect on July 1, 2027.
Digital Ruble
In accordance with Federal Law No. 248-FZ of July 23, 2025, the first phase of the full-scale rollout of the digital ruble is beginning.
Effective September 1, 2026:
- systemically important banks and credit institutions recognized as significant in the payment services market are required to enable their customers to conduct transactions using digital rubles;
- businesses with annual revenue of 120 million rubles or more that are customers of these credit institutions are required to accept digital rubles as payment for goods (work, services).
Effective September 1, 2026, resolutions of the Bank of Russia’s Board of Directors will also take effect, establishing:
- a list of transactions involving digital rubles and a limit on digital ruble account deposits by individuals (300,000 rubles per calendar month); and
- fees for conducting transactions involving digital rubles.
